Systematic error in bookmarks which are based on page number

In our application we use PDF files with bookmarks based on page number, that are created in adobe acrobat (and work correctly in acrobat reader).
The problem appears when used within the component, it always shows the next page, not the correct page.

The problem also occurs with the "Named destinations" based bookmarks, at least those added with Adobe Acrobat (I tested with versions 9 and 6). Here's another example:

If you download and add bookmarks, always point to the next page.
