This properties are not supported by wpdf. How are they connected to pdf/a?
The PDF/A format is developed further over the years and there are different parts of this standard, as you can see here:

PDF/A-2 (from 2011 - so 8 years old) supports transparency and bases on PDF 1.7 (which allows bigger document sizes).
So wpdf only supports the 14 years old PDF/A-1 standard, right?

But the reason is actually that wPDF is F based so it takes what it finds there over to PDF. It does not do any layers.
PDF 2 ist not so old, btw. I bought the ISO document and some features should go into wPDF V5.
Your linked wikiepedia article is misleading. PDFA was originally ment to provide security and accessibility. The later feature is ignored by the public as far as I can see. However wPDF together with Wptools was created to insert PDF tags for accessibility.
What you mean is PDFX for the print preproduction, that is not what wPDF was created for.
