Cut text in ReadOnly mode

I have a TWPRichText set to ReadOnly, however users can still use Ctrl-X to cut selected text (and then because it's readonly they can't put it back).

I still want them to be able to use Copy.

I cannot reproduce this problem in V5.18.6 - I know it was in a few releases ago.
