For header/footer this item controls on which pages it is displayed.

How the group is not used?
with "always hidden" it is printing the same way, either with or without merge.
Noticed in the demo too, saw no difference.

maby there is a problem - didn't find it yet. You cas however use the events to disable any of the groups in your event handler.
BeforeProcessGroup - the unit WPRTEReport alos contains very helpful information which makes it worthwhile to check it out.
