Symbol display problem.

I have an RTF file, one of our end user created it, long time ago. It has some rectangle symbols in it. They are placeholders to be filled in.

When I see the rtf file in WPTools9, it looks perfect, but when I export is to RTF, or try to print to printer, or print to pdf, the rectangles does not appear. MS Word can only display ### characters, but the wptools editor displays these rectangles perfectly.

What is the problem? Is there some rich text, or font issue?
