What is the beginning version of WPTools supports Delphi 12

The upgrades 9.x are subject to charge. 9.3.x are free.

Can WPTools 9.2.005 registered users do the upgrade to 9.3 or 9.4 with the same license?

That would be 9.3 - for Delphi 12.0. For later Delphi 12 use WPTools 9.4
