I cannot reproduce this effect. Do you use the latest build? There has been some improvements in the aera of text objects.
They should not be used in footers, in headers they are ok and can be moved down on the page.

In my test I can have text boxes in footers, too.

The textboxes have been tested in the header to be ok, not footer.
I tried them in footer too, with good result but recommend against their use in footer due to less variable positioning options.
I used the provided example code to check it out - I did not have a different WPT or RTF file to test it.
