you need to use XE3 or later and select the application style which includes the scrollbars you like. WPTools 7 uses themed scrollbars.
Alternatively you can attach external scollbars. The update of such a scroll bar works using the event UpdateExternScrollbar. Putting inside a scrollbox cannot work, since a scrollbox is basically just a vcl control which can move its child controls.
