I recently tried it on 2008 Server. But normally You should set the path to the library, as outlined in manual.
Then You know where to load the DLL - in this case I assume TextDynamic was not installed. So You need to copy the main DLL.

is this a 32bit app? The DLL is 32 bit only.
The error should not be the quoted one. Please note that You have the code which loads the DLL so You can even hard code the DLL name.
In the past errors on servers always had to do with missing permissions. In one case an eror was solved by restarting the server.

Please open the project options and, under "Build", "Destination Platform" select "X86" instead of "X64" or "Any CPU".

If you build TextDynamic .net wrapper with "target platform" set up "X86", it will work on both platforms. You will also have to change target platform setting to "X86" on assembly which loads TextDynamic .net wrapper.
Be careful, now Environment.SpecialDerictory.ProgramFiles will point to "Program Files (x86)" on x64 platform.
