The html output from my merged documents is working very well, except that the pagebreaks are not translating. My customers can't print reliably. Is there anything I can do to fix this?

HTML does not offer a page break (or tabstop) tag.
CSS Level 2 does - it is not supported by all HTML readers but WPTools 5 would write it.
