"royalty free" does not mean "free" or "public domain". It means that You many include the redistributable with your program if, and only if, You have a valid developing licensese.
In case there are multiple programmers working in the project in total (even if they are not directly working with the mentioned component) they all need a license. Only then the library may be distributed with the application.
